Summary

This position is in the Excepted Service under 10 U.S.C. 1601, Defense Civilian Intelligence Personnel System. Selection under this appointment authority does not confer civil service competitive status. This is a Tier 2 DISES position.

Responsibilities

As the Chief Strategy Officer (CSO), you will be responsible for the following:
  • Representing the SecDef and the USD (I&S) and the Director of DCSA on all issues relating to the transfer, post-merger integration, and transformation of the U.S. government-wide personnel and industry vetting enterprise.
  • Formulating and overseeing implementation of plans to complete the transformation of the personnel vetting mission resulting from the transfer of various DoD organizations to DCSA, including more than $1.5 billion in funding, 3,000 government employees, 7,000 contractors, and an impact on more than 6 million Federal Government personnel, 123 Federal Agencies, and approximately 11,000 companies in the Defense Industrial Base.
  • Establishing and maintaining direct working relationships with OSD PSAs and the Heads of Military Departments to promote collaborative engagement for enterprise-level initiatives
  • Ensuring that industry and personnel vetting transformation programs and activities are designed and managed to improve standards of performance, effectiveness, and economy to conduct more efficient operations and enable financial accountability across the Department.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for those who have never held a career SES level position. If you have previously held a career SES level position, or are a current career SES level employee or equivalent (permanent DISES, SIS, SNIS), you do not have to submit ECQs.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions.
